Question: After obtaining an ATF stamp, what is the process for installing a 6 position collapsable M4 buttstock to a Bushmaster CAR 15 type 21 pistol?

Answer:  You buy the parts and replace the pistol parts with rifle parts

Most people start with a rifle and make an SBR not the other way around
